"Out" is the number of FM stations abandoning a community of license in the state. "In" is the number requesting a new community of license in the state.

Is your state missing? States omitted from this list have no FM stations currently requesting moves under the new move-in rules. However, those states could be impacted by changes in nearby states, by move-ins still in process under the old rules, or by future move-in requests.
