- The requested change does not move the station's transmitter. Two common cases:
- Just a paperwork change that officially "backfills" another station's move-out
of the same community. This theoretically provides continuous licensed service to the
community. However, a move-out/backfill combination typically yields a net loss of radio
reception service in the backfilled community.
- The first step in a multi-step move. Multiple steps may be necessary to allow other
stations to move first, clearing space on the FM band for this station's next move.
